What is the proper method for writing a caption for a photo?

The first sentence should be in the present tense, depicting what is going on in the photo. In most cases, this is also where you identify people in the photo. The second sentence should be in the past tense, telling about additional information pertaining to the photo and/or the article.

The editor will determine what is needed beyond that and uses a reporter (unless you are the photojournalist)What is the proper method for writing a caption for a photo?
Just identify what is in the shot ... write about three or four lines and let the photo editor use that information to write the cut line. It is their job.
